👮‍♂️ Clark County School District Updates Police Conduct Code Amid Evolving Standards

The Clark County School District (CCSD) has released its most recent code of conduct for its police department, detailing the consequences officers face for various violations. Amid nearly 2,000 pages of heavily redacted public records, the nine-page document includes a comprehensive matrix of offenses and corresponding sanctions.

Progressive Discipline Policy

The code of conduct is established through collaboration between the CCSD Police Officers Association and the police department. Adam Levine, general counsel for the association, explained that a “progressive discipline policy” is in place to address violations, ensuring that consequences escalate with repeated offenses.

Sanction Classifications

The code categorizes offenses into seven classes, with Class 1 offenses resulting in an oral warning for a first-time violation, and Class 7 offenses leading to immediate dismissal. Some offenses are straightforward, such as drug use or involvement in a felony, while others, like affiliations with subversive groups, are more ambiguous and currently under review.

Changes and Controversies

While the majority of the code has been agreed upon, some clauses are still being debated. For example, the classification of offenses related to subversive groups is being reconsidered. Levine acknowledged the need for clarity, saying, “Guys, what is a subversive group? We need to fix that.”

Addressing Bias and Racial Profiling

One particularly sensitive area is the handling of bias and racial profiling. The current code, effective since December 2020, assigns a sanction range of 4 to 7 for such offenses, meaning that an officer may not face dismissal until a third violation. Levine noted that this clause predated his involvement and has not been revised due to a lack of reported incidents. However, he emphasized the need to re-evaluate its appropriateness.

Enforcement and Investigation

Lt. Bryan Zink of the CCSD Police Department highlighted that the severity of an offense determines its classification. Even a first offense could result in dismissal if deemed severe enough. The department aims to correct officer behavior through sanctions like training or counseling, with repeated violations indicating a more serious problem.

Examples of Sanctions

The code includes a wide range of possible sanctions for various offenses:

  • Excessive Use of Force: Can result in sanctions from Class 1 to 7, depending on the severity and circumstances.

  • Criticism Based on Nationality, Color, Sex, or Beliefs: Typically results in Class 3 to 5 sanctions, with the hope of addressing the issue through re-education.

Record Purging

Officers’ records can be purged of certain sanctions after three years if no repeat offenses occur. However, demotions or terminations remain on record permanently. This policy aims to provide officers with a “clean slate” after a period of good behavior.

Evolving Code of Conduct

The CCSD Police Department’s code of conduct has evolved since its inception in 1989, incorporating changes in laws, union agreements, and best practices. Each time the code is updated, officers are required to review and sign the new version, ensuring awareness and compliance.

🏒 Sphere to Transform 2024 NHL Draft into Visual Spectacle

The 2024 NHL Draft will be an extraordinary event at the Sphere in Las Vegas, especially when the first round begins on Friday. While the event promises to be visually stunning, the draft itself will proceed with a focused and business-like approach.

Sharks Hold the First Pick

Since the draft lottery on May 7, the San Jose Sharks have been slated to pick first overall after finishing with a league-worst 47 points. This selection, happening in the Golden Knights' home city, is expected to stir some reactions from local fans. The Sharks are hoping this pick will significantly contribute to their rebuilding efforts.

Three Key Points as Draft Week Kicks Off

1. Macklin Celebrini’s Anticipated Selection

The San Jose Sharks are expected to select Boston University center Macklin Celebrini with the first overall pick. Celebrini, an 18-year-old phenom, led the Terriers with 64 points in 38 games and made history as the youngest player to win the Hobey Baker Award. His outstanding season has cemented his status as the top pick, similar to how Connor Bedard's position was secure last year.

2. Uncertainty After the First Pick

Following Celebrini, the draft becomes less predictable. The Chicago Blackhawks hold the second pick and have several options. They might choose right wing Ivan Demidov from Russia or a top defenseman like Michigan State’s Artyom Levshunov. Another potential pick is 6-foot-7 Russian defenseman Anton Silayev. The Anaheim Ducks, picking third, also face interesting choices after selecting center Leo Carlsson last year. One intriguing prospect is center Cayden Lindstrom from the WHL’s Medicine Hat Tigers, despite his injury-shortened season.

3. Final Centralized Draft Day

This year’s NHL Draft will be the last to feature all teams gathered on the draft floor, as future drafts will see teams sending in picks remotely. The centralized setup facilitates interactions between agents and general managers, leading to potential trades and moves ahead of NHL free agency on July 1. The Vegas Golden Knights, who were active last year with trades and signings, might make more moves this year due to six pending unrestricted free agents. Left wing Anthony Mantha, for instance, has been informed he will not be re-signed.

Anticipated Transactions and Trades

Draft day is historically busy with trades and roster changes. Last year saw 12 trades on the second day alone. Teams will likely use this opportunity to adjust their salary-cap situations before free agency, making for an eventful draft day.

😋 Vincent Rotolo’s Good Pie Expands with New Henderson Location

Good Pie, the acclaimed downtown Las Vegas pizzeria, is set to bring its celebrated pies to the suburbs. The new location at 835 Seven Hills Drive, Henderson, is currently undergoing renovations, aiming to replicate some of the charm and ambiance of the original downtown eatery.

New Restaurant Details

The Henderson location will feature a custom wooden service bar, marble countertops, tufted booths and banquettes, faux brick, and a tin ceiling. With seating for about 79, it is slightly larger than the downtown spot and better equipped to accommodate large parties.

Menu Offerings

Good Pie will offer its signature pizza styles, including Grandma, Sicilian, Brooklyn, and Detroit, as well as New York slices and gluten-free Sicilian options. Additional dinner items will be announced closer to the opening.

Owner's Vision

Owner and pizzaiolo Vincent Rotolo expressed his excitement about the expansion. “We’ve been really fortunate to grow Good Pie in a few short years from a tiny space downtown to the Arts District, and now expanding to Henderson,” Rotolo said. “It’s amazing to be part of a valley where people appreciate that quality and authenticity make a difference.”

A Legacy of Quality

Rotolo, a New York City native, moved to Las Vegas in 2011. He has extensive experience in the pizzeria industry, having worked at 800 Degrees Pizzeria, Dom DeMarco’s Pizzeria, and as the founding general manager and head pizzaiolo at Evel Pie on Fremont Street.

Good Pie’s journey began on National Pizza Day in February 2018 with a small shop in Pawn Plaza. Despite delays caused by the pandemic, Rotolo opened the current Good Pie location on South Main Street in December 2020. The pizzeria has since garnered accolades, including being named one of the best pizza shops in Nevada by Food & Wine and ranking among the top pizzerias in the U.S. by Thrillist.

Opening Timeline

Good Pie's new Henderson location is scheduled to open in September, bringing its renowned pizza and welcoming atmosphere to a new part of the Las Vegas Valley.

🌐 Sphere Expands Programming with UFC, WWE, and Awards Shows

In the coming years, Las Vegas’s Sphere could host viewing parties for major events like the Super Bowl, showcasing them on its enormous 16K-resolution screen. This move is part of the next phase of Sphere programming, which kicks off on June 28 and 29 with the NHL Draft.

Expanding Event Horizons

The Sphere, which opened just nine months ago, is set to diversify its offerings. Beyond the NHL Draft, which will be the first live broadcast from the venue, there are plans for UFC events, boxing matches, WWE shows, awards ceremonies, and esports competitions. Joel Fisher, Executive Vice President of Marquee Events and Operations for MSG Entertainment, emphasized the innovative nature of events at Sphere. “It’s an extremely different way of presenting art, and these companies need to be open and willing to do it,” he said.

NHL Draft at the Sphere

The NHL Draft marks a significant milestone as the first marquee event and live broadcast from the Sphere. Preparations have been underway for at least six months, with Sphere Studios producing the majority of the interior content. The Exosphere will also feature NHL Draft promos, bringing passersby inside the draft experience.

Future Possibilities

The Sphere's technology opens up numerous possibilities for future events. It hosted its first corporate keynote address on June 18 with Hewlett Packard Enterprise’s HPE Discover 2024. The Sphere’s capabilities include 3D Audio-Beamforming, which can broadcast sound in different languages to specific sections without overlap, ideal for international events.

Broader Impact

For the fiscal quarter ending March 31, Sphere hosted over 270 events, drawing more than a million guests. With the addition of corporate and marquee events, its schedule is set to become even busier. Fisher has a track record of bringing major events to iconic venues, and he sees the potential for ceremonies like the Grammys and the MTV Video Music Awards to be held at the Sphere. “The VMAs, the Grammys, all those types of things would be tremendous at the Sphere,” he said. “It would just take it to another whole level.”

A Vision for the Future

Looking ahead, the Sphere aims to become a premier venue for a wide array of events. “I think sky’s the limit in terms of what we can do in this space,” said Jennifer Koester, Sphere’s President and Chief Operating Officer. With its state-of-the-art technology and ambitious programming, the Sphere is poised to redefine the live event experience in Las Vegas and beyond.

🎰 Boyd Gaming Focuses on Jokers Wild Renovation, Scraps Cadence Casino Plans

As the Henderson subdivision Cadence continues to expand, plans for a neighborhood casino have been restructured to accommodate more housing. The LandWell Company, developers of the Cadence master-planned community, informed the Henderson City Council that the land initially slated for a new Boyd Gaming facility has been reclassified for residential development.

Shift from Casino to Housing

Boyd Gaming had originally planned to build a resort-casino in Cadence, with discussions dating back to 2008. However, approximately two years ago, these plans were abandoned. Instead, Boyd Gaming is concentrating on renovating Jokers Wild, their existing casino in Henderson. This 34-year-old, 27,000-square-foot casino features about 600 slot machines and is set for a significant transformation.

Jokers Wild Renovation Plans

Boyd Gaming has been discreet about the specifics of the Jokers Wild renovation. Henderson officials have issued conditional use permits for what could be a two-phased renovation and expansion. Phase one involves constructing a new casino north of the existing building while keeping the current facility operational. Once the new structure is complete, the original building will be demolished.

Phase two includes expanding the new casino building and adding at least a 114-room hotel. Although no timeline has been provided for this phase, Boyd Gaming has submitted building permits for phase one, which are currently under review by city officials.

Residential Development in Cadence

The land initially designated for the casino within Cadence is now being developed for residential purposes. According to LandWell spokesperson Cheryl Gowan, the gaming facility was removed from the community plans in 2022. Several homebuilders have since acquired the land. Beazer Homes, based in Atlanta, purchased approximately 22 acres for nearly $16 million in September 2023, while Scottsdale-based Taylor Morrison bought 24 adjacent acres for $19.9 million in April 2023. The new residential community, Opus at Cadence, is slated to begin sales in July.

Community and Retail Plans

The area next to Jokers Wild will now feature retail spaces and other elements designated under “village center” zoning. This zoning aims to create a buffer between the casino and the surrounding neighborhoods, fostering a more cohesive community environment.

Boyd Gaming’s Broader Development Focus

In addition to the Jokers Wild project, Boyd Gaming is also working on a multi-year redesign project for the Suncoast casino in the Summerlin area. This project includes transforming the sportsbook, bingo room, and other areas of the facility.
