he Supreme Court ruled Friday that U.S. cities can enforce camping bans, even when no shelter space is available, reaffirming the constitutionality of such ordinances. The 6-3 decision supports existing camping bans in cities like Las Vegas and Henderson.
Local Impact
Las Vegas and Henderson's ordinances allow city marshals and police to jail individuals camping illegally if they refuse to move, provided shelter space is available. These cities sought clarity from the Supreme Court after a lower court deemed such laws unconstitutional in the absence of shelter beds.
Origin of the Case
The case began in Grants Pass, Oregon, where officials appealed a ruling that invalidated fines for outdoor sleeping. Since 2018, the 9th Circuit Court of Appeals had held that bans on camping were unconstitutional where insufficient shelter was available.
Reactions from Local Officials
Las Vegas Councilwoman Victoria Seaman, a mayoral candidate, supported the Supreme Court decision, citing its importance for property rights and connecting individuals to services. Councilman Brian Knudsen, who opposed the original ordinance, expressed uncertainty about the decisionโs impact on the existing local law and emphasized the need for broader solutions beyond police enforcement.
Advocacy and Criticism
Critics argue that camping bans criminalize the homeless. The ACLU of Nevada and the Nevada Housing Justice Alliance criticized the ruling for targeting low-income and unsheltered populations without addressing the root causes of homelessness. A 2023 census in Clark County recorded 6,566 unhoused individuals, a 16 percent increase from the previous year. Homelessness in the U.S. increased by 12 percent last year, reaching the highest level on record. Advocates like Shelbie Swartz and Laura Martin argue that punitive measures do not address the underlying issues of homelessness, such as rent inflation and inadequate tenant protections.
Future Developments
The Supreme Court's decision may lead to strengthened enforcement of existing ordinances. However, legal and advocacy groups continue to push for reforms and are monitoring the implications of this ruling on local and national levels.
๐ Vegas Golden Knights Lose Marchessault to Nashville in Free Agency
Jonathan Marchessault, the Vegas Golden Knights' all-time leader in goals and games played, is set to join the Nashville Predators. According to multiple reports, Marchessault will sign a five-year, $27.5 million deal with Nashville on the first day of NHL free agency.
The 33-year-old forward scored a career-high 42 goals last season and won the Conn Smythe Trophy as the playoff MVP in 2023. Despite his success, the Knights and Marchessault couldn't agree on an extension to keep him in Las Vegas.
Marchessault's departure will be felt both on and off the ice. He accumulated 417 points in 514 games over seven seasons with the Knights and added 75 points in 95 playoff games. Known for his leadership and energy, Marchessault was a vital presence in the locker room since the team's 2017 expansion draft.
Replacing Marchessaultโs production and leadership will be a challenge for the Golden Knights moving forward.

Blast Off in the Basin

Wynn Resorts has filed a lawsuit against Fontainebleau, alleging that the new resort poached nine of its senior executives and encouraged them to violate their noncompete agreements. This legal battle comes as the Federal Trade Commission (FTC) announced a ban on new noncompete agreements starting September 4.

The ban could lead to significant changes in how Strip resorts handle executive compensation and hiring. Gregg Kamer, an attorney at Kamer Zucker Abbott, suggests that companies may become more creative in structuring compensation to discourage executives from leaving. This could include delaying compensation for executives who join competitors.
Understanding Noncompete Agreements
Noncompete agreements prevent employees from working for competitors or starting similar businesses in the same industry and geographical area. These agreements are particularly common for senior executives who have access to trade secrets and strategic information. UNLV law professor Ruben Garcia notes that these agreements have been used to protect employers' business strategies and patents.
Existing Noncompete Agreements
Kristen Gallagher, co-chair of McDonald Caranoโs employment and labor law practice, clarifies that the FTC ban won't affect existing noncompete agreements. Employers can still enforce agreements if the cause of action occurred before the ban's effective date.
Effects on Hourly Workers
For the average hourly worker in Nevada, the FTC ban will not bring significant changes. Nevada law already prohibits noncompete agreements for hourly workers, though it previously allowed enforcement for workers with commission-based pay. Swen Prior, a labor and employment attorney at Snell and Wilmer, highlights that the new ban may alter enforcement for commission-based workers.
Legal Challenges Ahead
The FTC ban is expected to face legal challenges. Garcia predicts that courts will need to decide whether to enforce the ban while it is contested. Kamer believes Nevada judges are generally hostile to noncompetes, as they restrict job mobility. Prior anticipates that higher courts might overturn the ban, arguing that the FTC lacks the authority to implement such a substantive rule.
Monitoring Developments
Employment lawyers and industry stakeholders are closely monitoring the situation. Cara Clarke, vice president of communications at the Vegas Chamber, indicates that the local chamber is following the FTC ban's potential impacts on the workforce and awaiting further developments, including possible legislative responses in Nevada.
๐ Record Spending Expected as Tourists Flock to Las Vegas for July 4th
Hospitality officials project that around 332,000 tourists will visit Las Vegas and the surrounding areas for the Independence Day holiday weekend. This marks a 3.1 percent increase from last yearโs five-day holiday weekend, according to the Las Vegas Convention and Visitors Authority. This year's four-day weekend is anticipated to generate $418.7 million in direct spending and $692.9 million in indirect spending, compared to $372.7 million in direct spending last year.

Visitors will find numerous events throughout the holiday week, including:

Amanda Belarmino, an assistant professor at UNLVโs William F. Harrah College of Hospitality, notes that when Independence Day falls on a weekday, demand can be softer. However, inflation and high-profile events may boost spending.
Hotel Occupancy and Rates
Occupancy is expected to reach 91.5 percent from Thursday through Sunday. For last-minute travelers, many properties still offer rooms, some with discounts. Average room rates begin at about $321.90 for the weekend, not including taxes and resort fees. Affordable options include:

Travel Expectations
AAA projects nearly 71 million people will travel 50 or more miles away from home between Saturday and July 7, a 5 percent increase from last year. Las Vegas ranks among the top 10 domestic destinations for AAA travelers. Harry Reid International Airport expects 430,000 arriving passengers between Wednesday and Sunday.
