Prospective renters often encounter unexpected fees that can significantly increase the cost of their dream apartments. These hidden charges, which include application fees, administration fees, and mandatory trash collection fees, are not always disclosed upfront. The timing of these revelations varies, with some landlords waiting until the lease-signing stage or even later.
Advocacy Against “Junk Fees”
At a community event in June, nonprofit workers highlighted efforts by the Biden Administration to eliminate “junk fees.” The Federal Trade Commission defines these as “hidden and bogus fees that can harm consumers and undercut honest business.” Amber Krawczyk, a local renter, attended the event to learn more about the fees that have complicated her apartment hunting experience.
Legislative Efforts and Challenges
In 2023, Nevada Senator Fabian Doñate introduced SB78, a bill aimed at regulating additional costs for renters, including hefty application fees. Despite passing both chambers of the Nevada Legislature, the bill was vetoed by Governor Joe Lombardo. Doñate, who has personal experience with rental challenges, emphasized the need for landlords to be transparent about all costs.
“Tenants deserve to know how much they need to pay upfront,” Doñate said. He acknowledged that some fees might be justified if they cover legitimate costs for the landlord, provided they are clearly communicated.

Moving forward, Doñate plans to introduce a housing bill focused on increasing the volume and availability of housing for tenants. He recognizes the broader housing crisis and aims to address it through increased supply rather than fee regulation alone. This perspective is supported by Azim Jessa, chair of the Nevada Association of Realtors Legislative Committee, who believes that more housing supply will naturally reduce rental prices and associated fees.
The Debate Over “Junk Fees”
Paul Rich, state chapter president of the National Association of Residential Property Managers, argued that not all fees should be considered “junk.” For instance, sewer and trash collection fees are often reimbursements for costs landlords must cover. However, he agreed that transparency is crucial, advocating for disclosure of fees during the application process.
Rich expressed concern that regulating fees might lead landlords to increase base rents without specifying what services the extra costs cover, reducing transparency.

Assemblywoman Cecilia González, a co-sponsor of SB78, voiced frustration with the shift in focus from fee regulation to increasing housing supply.
