๐Ÿถ Clark County Moves Toward Tougher Regulations on Pet Breeding

Clark County Commissioner Michael Naft is pushing for stricter regulations on illegal pet breeding, which officials believe is worsening the overpopulation crisis at local animal shelters. Naft highlighted the inadequacies in the current law, which lacks strong enforcement measures, at a recent County Commission meeting. He emphasized the need for legislation with "real teeth" to address the issue effectively.

Currently, the county issues "breeder/show" permits that require breeders to showcase their animals in official competitions annually. However, with fewer than 300 active permits, Naft is concerned about the prevalence of unregulated "backyard breeding" operations. Violators of the current law face $500 fines or must pay the cost of the animal if it was sold.

Naft suggested implementing harsher penalties, limiting the number of breeding licenses issued, and even considering a moratorium on new licenses. He also proposed using technology to identify illegal breeders, similar to the methods used to track short-term rental violations. This could involve monitoring online postings where pets are sold without proper permits.

The city of Las Vegas recently adopted regulations for breeders, including permit fees, mandatory reporting of animal injuries or deaths, and penalties for lawbreakers. These measures were introduced amid overpopulation issues at The Animal Foundation, a shelter funded by the county and neighboring cities.

In 2022, Clark County banned the sale of dogs, cats, rabbits, and potbellied pigs at pet stores, a law that went into effect in December. Naft also proposed re-establishing an advisory committee to explore animal-related issues. Commissioner Marilyn Kirkpatrick supported the call for stronger laws, stressing the importance of providing a safe environment for animals.

The victory broke the American menโ€™s record of seven consecutive golds, setting a new standard for dominance in Olympic basketball. The win came just a day after the U.S. menโ€™s team also defeated France in their title game, marking the first time in Olympic history that both gold medal games featured the same two nations.

The game was decided in the final seconds. With the U.S. leading 67-64 and just 3.9 seconds remaining, France's Gabby Williams banked in a two-point shot over Breanna Stewart, narrowing the margin to one. A brief delay ensued as officials confirmed the shot's point value, after which the Americans celebrated their hard-fought victory while the French players stood in disbelief.

Williams, who scored 19 points, had hit a crucial 3-pointer moments earlier to bring France within one point before Kahleah Copper sealed the game with two free throws for the U.S.

DraftKings' plan to implement a surcharge on winning wagers in states with high sports betting tax rates sparked significant debate at Bet Bash, a sports betting networking conference held at Circa. The surcharge, announced by DraftKings CEO Jason Robins on August 1, will see a 3.2% deduction from winning bets in Illinois, where the tax on sports betting recently increased from 15% to 40%. The plan, which is set to begin next year, has drawn criticism from professional bettors and bookmakers alike.

Critics at the conference, including longtime professional bettor Alan "Boston" Dvorkis, strongly opposed the surcharge. Dvorkis argued that the additional fee would make it nearly impossible for bettors to turn a profit, as they would need to win 53.3% of their wagers to break even, up from the traditional 52.4%. This change has led to concerns that bettors might return to offshore sportsbooks, which typically offer more favorable terms.

The move is part of a broader strategy by DraftKings to apply similar surcharges in states with tax rates exceeding 20%, such as Pennsylvania, Vermont, and New York. At Bet Bash, veteran Las Vegas bookmakers like Chris Andrews of South Point and Vinny Magliulo of Gaughan Gaming emphasized the importance of maintaining a respectful relationship between bettors and bookmakers, a practice they describe as "the Nevada way." They argued that Nevada's model, which offers a fair hold percentage and respects successful bettors, contrasts sharply with the practices of newer, national sportsbooks.

The controversy has prompted calls for greater oversight by state gaming regulators to ensure fair treatment of customers in the rapidly growing sports betting industry. Without such oversight, experts warn, the industry could face significant challenges as bettors seek out more favorable conditions elsewhere.
